Ukraine Ceasefire Begins As Russian Missiles Strike Kyiv And UN Accuses Moscow Of War Crimes (Worthy News Briefing)

by Emmitt Barry, Worthy News Washington D.C. Bureau Chief

(Worthy News) – Russia and Ukraine began observing a rare, localized ceasefire Tuesday to allow desperately needed humanitarian aid into a Russian-occupied Ukrainian town, even as Moscow launched deadly missile and drone attacks elsewhere in the country.

The temporary truce around Oleshky, in Ukraine’s southern Kherson region, was negotiated with the involvement of U.S. First Lady Melania Trump, while Pope Leo XIV also supported efforts to secure humanitarian access.

Russian and Ukrainian officials said their forces were observing the ceasefire, which began at 3 a.m. local time and is expected to continue until November 1.

Under the agreement, humanitarian workers are expected to deliver food, drinking water and medicine before evacuating civilians trapped in the town since Russian troops occupied it shortly after launching their full-scale invasion in February 2022.

However, the ceasefire does not extend across Ukraine, where Russian attacks continued overnight, killing civilians and damaging critical infrastructure.

DEADLY STRIKES

In Kyiv, Russian ballistic missiles struck a university campus and damaged the capital’s Southern Bridge, disrupting transportation and metro services.

At least one person was killed and 15 others injured in the capital, according to Ukrainian authorities.

Medical facilities and other civilian buildings were also damaged as Russian forces launched 16 ballistic missiles and more than 280 drones against targets across 11 Ukrainian regions.

Ukrainian President Volodymyr Zelenskyy condemned the strikes, accusing Moscow of targeting vital infrastructure despite the humanitarian agreement.

Russia maintained that its forces were attacking infrastructure connected to Ukrainian military operations.

HUMANITARIAN CRISIS

Oleshky, situated across the Dnipro River from the Ukrainian-controlled city of Kherson, has suffered extensive destruction during more than four years of Russian occupation.

Its prewar population of approximately 24,000 has dwindled to an estimated 1,700 to 2,000 residents, many of them elderly, sick or unable to escape.

Survivors have described severe shortages of food, clean water and medicine, with some residents reportedly surviving on little more than a small daily portion of rice or buckwheat.

Flooding following the destruction of the Kakhovka dam in 2023, together with land mines, drone attacks and damaged roads, has further isolated the town.

Humanitarian teams hope to deliver essential supplies and medical assistance before establishing evacuation routes, although clearing dangerous roads could take several days.

MELANIA TRUMP AND POPE

The White House said Melania Trump helped negotiate the agreement through contacts with Russian and Ukrainian representatives after learning about the deteriorating humanitarian situation.

“The situation in Oleshky is dire,” the U.S. first lady said, warning that elderly residents urgently needed medical care, food and clean water.

Pope Leo XIV also urged humanitarian access and the safe evacuation of civilians, according to the Vatican.

Such cooperation between Moscow and Kyiv is unusual amid deep disagreements over territory, security guarantees and the future of Russian-occupied regions.

Yet Ukrainian officials and residents remain cautious about whether the ceasefire will hold and humanitarian workers can safely reach those most in need.

NORDIC LEADERS CONTACT PUTIN

In a separate diplomatic initiative Tuesday, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre held a rare telephone conversation with Russian President Vladimir Putin about efforts to end the war.

“The discussion was frank and substantive,” Stubb said, stressing that “Ending the war requires direct discussions.”

Both leaders subsequently spoke with Zelenskyy, who thanked them for conveying Ukraine’s position and emphasizing the need for Russia to reduce attacks on civilian infrastructure.

According to the Finnish presidency, Stubb and Støre acted on behalf of their own countries rather than representing Europe as a whole.

Denmark’s Prime Minister Mette Frederiksen criticized the initiative as uncoordinated, saying: “It hasn’t been coordinated with any of the rest of us.”

PEACE NEGOTIATIONS

These diplomatic contacts came ahead of planned U.S.-mediated negotiations involving Russia and Ukraine, potentially in Abu Dhabi in early November.

Stubb and Støre had met Zelenskyy and U.S. special envoy Steve Witkoff in Oslo last week, before Witkoff traveled to Russia for discussions with Putin.

Moscow has indicated that it is prepared to resume negotiations, although major disagreements remain over occupied Ukrainian territory and future security guarantees.

For European governments, the renewed contacts have also raised questions about how the continent should be represented in negotiations affecting its security.

The developments followed new findings by United Nations investigators about the human cost of Russia’s military campaign.

U.N. ACCUSES RUSSIA

An independent U.N. commission concluded Monday that Russian authorities had committed war crimes and crimes against humanity through attacks on Ukraine’s civilian infrastructure, including its energy network.

Investigators said sustained missile and drone strikes had deprived millions of Ukrainians of electricity and heating, particularly during the harsh winter of 2025–2026.

The commission also documented the recruitment of foreign nationals from 29 countries into Russia’s armed forces through alleged deception, coercion and human trafficking.

Moscow rejected the commission’s authority and disputed its findings, maintaining that Russian forces target military-related objectives.

Its report increased concerns about civilian safety as Ukraine prepares for another winter amid continued attacks on electricity and heating facilities.

EUROPEAN SUPPORT

The European Union announced Monday that it had mobilized approximately 4.9 billion euros ($5.46 billion) under its European Peace Facility to support Ukraine.

Of that amount, 4.7 billion euros ($5.24 billion) will partially reimburse military assistance already delivered by member states, while another 230 million euros ($256 million) will support the EU mission training Ukrainian troops.

However, concerns also persisted Tuesday about the war’s impact on neighboring countries. Romania’s intelligence service said it had uncovered a sabotage network allegedly coordinated by Russia and linked to a September fire near a state-owned weapons company in the central city of Brașov.

Prosecutors are seeking the extradition of two Belarusian suspects detained in Germany and a Ukrainian suspect located in Poland in connection with the alleged operation. Moscow has repeatedly denied accusations of organizing sabotage across Europe, while Romanian authorities say such activities threaten countries supporting Ukraine.

For civilians trapped in Oleshky, however, the immediate concern is whether the temporary ceasefire will deliver food, medicine and safe passage out of their devastated town.

And across Ukraine, continuing missile and drone attacks underscore how far the country remains from a lasting peace, despite renewed international efforts to end the war.
