U.S. Intelligence Chiefs: China’s Acquisition of American Voter Data Meets Definition of Election Interference

by Emmitt Barry, Worthy News Washington D.C. Bureau Chief

WASHINGTON, D.C. (Worthy News) – Senior U.S. intelligence officials have concluded that China’s alleged acquisition of American voter-registration data falls within the government’s definition of foreign election interference, according to information released Thursday by the White House.

The statement, approved by leaders of the CIA, National Security Agency, Department of Homeland Security, and Office of the Director of National Intelligence, said election interference includes foreign activity targeting the technical components of elections, including voter registration systems, ballot casting, vote counting, and the reporting of results.

The White House alleges that China “bought, stole, or hacked” approximately 220 million U.S. voter files over several years, including data that was not publicly or commercially available. The records reportedly contained names, addresses, telephone numbers, political affiliations, and other information connected to voter registration.

According to the administration, U.S. intelligence agencies first learned during the 2020 election cycle that China had obtained voter information involving millions of Americans across at least 18 states. The White House further said Beijing assigned a specialized unit to exploit the acquired information.

President Donald Trump has accused officials within the previous administration and the intelligence community of withholding or minimizing the threat. Democrats have disputed the administration’s conclusions, arguing that the disclosures do not establish that China altered ballots or changed the outcome of an election.

An October 2024 intelligence primer defined election interference as foreign activity intended to “degrade or disrupt” America’s ability to conduct an election, distinguishing it from broader influence operations designed to shape voter opinion or undermine confidence in the electoral process.

The disclosures are expected to intensify calls for stronger voter-data protections, tighter cybersecurity standards, and increased transparency concerning foreign threats to America’s election infrastructure.
