U.S. Expands Intelligence Presence in Cuba as Pressure Mounts on Communist Regime

The reported deployment signals that Washington is preparing for several possibilities, even as President Trump continues to favor a diplomatic solution.

(Worthy News) – The United States has expanded its intelligence presence in Cuba as the Trump administration presses the island’s communist government to enact fundamental reforms, according to Politico.

Two people familiar with the administration’s plans said additional American spies and intelligence assets have entered Cuba in recent months. They did not disclose the operation’s size or identify every agency involved.

The buildup could support several objectives, from gathering information and recruiting sources to preparing for a possible military operation. Still, one person familiar with the strategy said President Donald Trump continues to prefer diplomacy.

Pressure Behind the Diplomacy

CIA Director John Ratcliffe traveled to Havana in May to deliver Trump’s demands directly to senior Cuban officials. Ratcliffe met with Cuba’s interior minister, intelligence chief and Raúl Castro’s grandson, the Associated Press reported.

The message was straightforward: Washington was willing to engage on security and economic matters, but only if Havana made fundamental changes. American officials also warned that Cuba could no longer serve as a haven for hostile foreign powers in the Western Hemisphere.

Secretary of State Marco Rubio has closely overseen the administration’s Cuba policy. According to Politico, Rubio considers the island a major priority and has grown frustrated with the regime’s refusal to accept meaningful reforms.

Washington has accompanied its diplomatic demands with sanctions and other measures targeting the regime’s sources of support. The Treasury Department’s Cuba sanctions program now includes measures against officials and institutions accused of repression and threatening American national security.

The reported intelligence expansion does not mean military action is imminent. It does show that Washington is preparing for several possible outcomes.

A Regime Still Persecuting Believers

For more than 50 years, Cuba’s communist government has treated independent Christian witness as a threat to state power. Pastors and congregations—especially those outside state-approved organizations—have faced surveillance, threats, fines, detention, property confiscation and forced exile. Even registered churches remain vulnerable when their leaders defend political prisoners, criticize government abuses or refuse to submit to Communist Party control.

The latest findings from the bipartisan U.S. Commission on International Religious Freedom describe religious-freedom conditions in Cuba as poor. Its 2026 report found that religious leaders and communities continued to face harassment and threats while unregistered groups were subjected to interrogation, detention and the seizure of property. The commission also reported that believers imprisoned for their peaceful activities endured cold, hunger and medical neglect.

USCIRF recommended that the United States again designate Cuba a “country of particular concern” for systematic, ongoing and egregious violations of religious freedom. It also urged Washington to impose targeted sanctions on Cuban officials responsible for persecuting believers and to support civil-society groups documenting those abuses.

That record gives America’s pressure campaign a moral purpose beyond strategy. The United States is confronting not merely a hostile government 90 miles from Florida, but a regime that fears free churches, silences faithful pastors and punishes citizens who place obedience to God above obedience to the state. Any lasting reform in Cuba must secure the right of its people to worship, speak and live according to conscience without fear.
