(Worthy News) – Israel’s Central Elections Committee voted Wednesday to bar the United Arab List, commonly known as Ra’am, from competing in the country’s October 27 parliamentary election, accepting petitions that accused the party of supporting armed struggle against the State of Israel.

The committee approved the disqualification by a vote of 18-5. The petitions were submitted by Prime Minister Benjamin Netanyahu’s Likud party, National Security Minister Itamar Ben-Gvir’s Otzma Yehudit and the Choosing Life Forum, which represents families affected by terrorism.

The ruling is not final. Decisions barring an entire electoral list may be appealed to Israel’s Supreme Court, which has historically demanded clear and substantial evidence before excluding a party from the ballot.

The vote nevertheless marks a dramatic turn in an election already shaped by the national trauma of Hamas’s October 7, 2023, massacre and the wars that followed.

Allegations Focus on Charitable Organizations

The petitions alleged connections between Ra’am, the Southern Branch of Israel’s Islamic Movement, and charitable organizations accused of transferring aid to groups associated with Hamas.

The evidence cited by petitioners reportedly included findings involving Aid 48 and other nonprofit organizations. They argued that money promoted or collected through networks associated with the Islamic Movement ultimately reached prohibited organizations or Hamas-linked entities.

Ra’am rejected those allegations. The party said it has no formal organizational relationship with the charities at the center of the petitions and argued that the evidence did not establish that Ra’am supported Hamas or any armed campaign against Israel.

Party officials also noted that no officeholder in the charities had been convicted of financing terrorism in connection with the claims presented against Ra’am.

Ra’am chairman Mansour Abbas has publicly condemned the October 7 massacre. His party has pointed to those statements, along with his contacts with hostage families, as evidence that allegations of support for Hamas do not reflect Ra’am’s position.

Israel’s Legal Standard

Section 7A of Basic Law: The Knesset allows a candidate or electoral list to be disqualified for rejecting Israel’s existence as a Jewish and democratic state, inciting racism, or supporting an armed struggle against Israel by an enemy state or terrorist organization.

Those provisions speak to a fundamental truth: participation in Israel’s democratic institutions carries a responsibility not to assist those seeking the country’s destruction.

Supreme Court Will Now Decide

The Supreme Court has repeatedly set a high threshold for disqualification, requiring proof that prohibited conduct represents a central and continuing feature of a candidate’s or party’s activity. In previous elections, the court has overturned several committee decisions barring Arab parties and candidates.

Ra’am cited the rejection of similar claims in 2022, when the attorney general presented a position that included a Shin Bet review and the election committee voted unanimously against disqualification. Petitioners contend that evidence made public since then materially changes the case.

A Decision With National Consequences

Ra’am made history in 2021 when it became the first independent Arab party to join an Israeli governing coalition. That experience placed the party at the center of a continuing debate over whether an Islamist political movement can participate responsibly in a government committed to preserving Israel as a Jewish and democratic state.

The answer now rests with the Supreme Court.

The justices will have to determine whether the record establishes legally sufficient support for terrorism or whether the committee’s action crossed the line from protecting the state into denying political representation on disputed evidence.

That judgment will affect far more than one party. It will help define where Israel draws the boundary between democratic participation and allegiance to a nation still fighting enemies committed to its destruction.
