Inspectors still lack a verified accounting of Iran’s nuclear material, while Russia and China could block further action.

(Worthy News) – The United Nations’ nuclear watchdog has moved its long-running confrontation with Iran back to the Security Council, escalating pressure on Tehran over its failure to account for nuclear material and cooperate with inspectors.

The International Atomic Energy Agency’s board adopted the resolution September 9 in Vienna. The United States, Britain, France and Germany sponsored the measure, which follows the board’s June 2025 finding that Iran had breached its nuclear nonproliferation obligations. A separate resolution was needed to report that breach to the council.

Twenty-three board members supported the measure. China, Russia and Niger opposed it, eight abstained, and one could not vote because of unpaid dues..

What Inspectors Found

The dispute reaches back years. In its comprehensive May 2025 assessment, the IAEA described uranium particles found at three undeclared locations: Turquzabad, Varamin and Marivan. Its investigation also examined Lavisan-Shian.

The agency concluded that Lavisan-Shian, Varamin and Marivan were connected to an undeclared, organized nuclear program operating until the early 2000s. Some activities involved nuclear material Iran had not reported.

The unanswered question was what happened to that material. Inspectors could not establish whether material associated with three undeclared locations had been used up, mixed into declared stocks or remained outside international monitoring.

The report also set a boundary around its findings: at that time, the agency had no credible indication that an undeclared program of the same type was continuing. Nevertheless, it could not assure the world that Iran’s nuclear program was entirely peaceful without Tehran’s cooperation.

Iran maintains that its nuclear program is peaceful and that it is not seeking nuclear weapons. Its ambassador in Vienna, Reza Najafi, rejected the resolution and argued that military attacks and continuing threats made safe inspections impossible.

A Growing Gap in Oversight

The concerns now extend beyond the historical investigation.

In a September 9 statement, the European Union said Iran had provided no access for inspections during the latest reporting period. It called for inspectors to return to all nuclear facilities and for Tehran to provide verifiable information about the quantity and location of its nuclear material.

The EU said Iran held approximately 440 kilograms of uranium enriched to 60 percent in June 2025. Since then, the IAEA has lost its continuous accounting of previously declared nuclear inventories and enrichment capacity. That makes the figure a historical benchmark, rather than a freshly verified inventory.

Pressure Without a Clear Enforcement Path

The referral carries diplomatic weight, but further Security Council action faces a familiar obstacle: Russia and China can exercise their vetoes to shield Iran.

The move also comes against a backdrop of existing sanctions. The EU says it reinstated U.N. restrictions through the “snapback” process in September 2025 and has urged member states to enforce them.

For the IAEA watchdog, the essential demand remains unresolved: access to the facilities, an accounting of the material, and credible answers about activities Iran failed to declare. No other resolution can supply those answers. Tehran must.
