Indonesia Government Defends Protestant Church Construction Despite Protests

by Stefan J. Bos, Worthy News Chief International Correspondent

JAKARTA (Worthy News) – Indonesian authorities have defended plans to build a Protestant church in West Java province despite protests by hundreds of residents and threats of legal action, in a dispute highlighting continuing challenges to religious freedom in the world’s largest Muslim-majority nation.

The controversy centers on the planned Simalungun Protestant Christian Church (GKPS) in Cikopo village, in the Bungursari district of West Java’s Purwakarta regency, where opponents have questioned whether the congregation obtained sufficient community support and complied with construction regulations.

Hundreds of protesters, organized under the Purwakarta Community Alliance, gathered outside local government offices on October 8 before taking their objections to the Ministry of Religious Affairs, activists said.

The demonstrators demanded a review of documents and recommendations issued for the project, questioning the procedures used to verify support from surrounding residents.

CHURCH CONSTRUCTION DISPUTE

However, Indonesia’s Ministry of Human Rights defended the proposed construction, noting that 125 local residents had approved the project through community consultations.

“This provides a lawful basis for construction under existing legislation and must be respected by all of us,” declared Hasbullah Fudail, head of the ministry’s West Java regional office, in a statement reviewed by Worthy News.

The ministry explained that the agreement had supported a recommendation from local religious affairs authorities, a key step in securing permission to build a place of worship.

Purwakarta Regent Saepul Bahri Binzein pledged that the local government would remain neutral, uphold the law and encourage dialogue between the parties.

GOVERNMENT BACKS CHURCH

Indonesia’s national government reinforced its support for the project when Gugun Gumilar, a special adviser to the Minister of Religious Affairs, visited the congregation on October 10.

Gugun said the church had secured backing from 120 intended worshippers and 125 local residents, along with the required religious affairs recommendation and documented land ownership.

“The requirements have been fulfilled,” he stressed, maintaining that construction could proceed.

Despite those assurances, Elyasa Budianto, a lawyer representing the Purwakarta Community Alliance, announced that his group intended to pursue further legal action over the approval process.

CHURCH FACES LEGAL CHALLENGE

He questioned the verification of residents’ support, particularly a July 6 meeting, and explained that an earlier complaint had been withdrawn following disagreements involving the complainant’s family.

The objections have persisted despite efforts by local officials and religious representatives to resolve the dispute through dialogue.

Amid the tensions, the GKPS national synod maintained that the congregation had complied with the relevant regulations, including obtaining recommendations from the Religious Harmony Forum (FKUB) and religious affairs officials.

“We confirm that the situation on the ground remains peaceful. There is nothing to cause concern,” the church’s national synod leadership stressed in remarks published by the Communion of Churches in Indonesia (PGI).

RELIGIOUS FREEDOM IN INDONESIA

Church leaders urged Christians to avoid provocative reactions, pray for a peaceful resolution and maintain good relations with surrounding communities.

The denomination noted that its officials had met local government authorities and Muslim religious leaders, including representatives of Nahdlatul Ulama, Indonesia’s largest Muslim organization, and the Indonesian Ulema Council, an influential body of Islamic scholars.

The dispute highlights broader difficulties faced by several Christian congregations seeking permission to build places of worship in Indonesia, where local opposition and administrative requirements have reportedly delayed church projects.

Indonesia ranks 59th in the 2026 assessment by Christian advocacy organization Open Doors of countries where Christians face persecution, placing it outside the top 50 of its annual World Watch List.

INCREASE IN VIOLENCE

However, Open Doors reported an increase in violence against Christians, particularly involving the destruction of churches, other Christian properties and homes.

Although the country’s constitution guarantees freedom of religion, houses of worship are subject to regulations requiring support from prospective worshippers, surrounding residents and local religious authorities.

Yet the GKPS leadership cited Articles 28E and 29 of the constitution, which protect religious belief and worship, in expressing confidence that authorities would uphold its rights.

For Christians seeking a permanent place of worship in Cikopo, however, the dispute illustrates tensions between constitutional rights and the local rules.

Christians account for roughly 10 percent of Indonesia’s population of more than 280 million, while Muslims represent about 87 percent, with Islam significantly shaping the country’s social, religious and political life.
