Bulgaria Heads For Presidential Runoff As Pro-Western Challenger Narrows Gap

by Stefan J. Bos, Worthy News Europe Bureau Chief

SOFIA (Worthy News) – Bulgaria appeared headed for a presidential runoff Sunday after exit polls showed acting President Iliana Yotova narrowly ahead of pro-Western challenger Andrey Gyurov in an election overshadowed by Russia’s war in Ukraine and deadly attacks on commercial shipping in the Black Sea.

An Alpha Research exit poll gave Yotova 35.3 percent of the vote, compared with 32.4 percent for Gyurov, a former caretaker prime minister. Nationalist candidate Kostadin Kostadinov followed with 12.6 percent.

A separate Market Links survey suggested an even closer contest, placing Yotova at 32.2 percent and Gyurov at 31.6 percent.

The results indicated a tighter race than pre-election opinion polls had suggested, with neither leading candidate approaching the majority needed to avoid a second round scheduled for November 1.

Turnout was also unusually low, reaching just 16.04 percent by 4 p.m., compared with 24.12 percent at the same stage of the 2021 presidential election, according to Bulgaria’s Central Election Commission.

UKRAINE WAR DIVIDES CANDIDATES

The election comes amid heightened security concerns following drone attacks on merchant ships off Bulgaria’s Black Sea coast, bringing the dangers of Russia’s war in Ukraine closer to the NATO member state.

Yotova, backed by Prime Minister Rumen Radev’s Progressive Bulgaria party, has emphasized diplomacy with Moscow and opposed military assistance to Ukraine.

Gyurov, supported by pro-Western reformist parties, has advocated stronger support for Kyiv and closer cooperation with the European Union and NATO military alliance.

The former caretaker prime minister signed a security cooperation agreement with Ukraine during his time in office and has argued that Bulgaria must remain a reliable Western ally.

“I want Bulgaria to have a voice of its own in Europe. A reliable NATO ally that defends its interests through preparedness, strong diplomacy and a clear position,” Gyurov told supporters during the campaign.

PRESIDENTIAL POWERS

Although Bulgaria’s presidency is largely ceremonial, the head of state serves as commander-in-chief of the armed forces and can veto legislation, subject to parliamentary override.

The president also plays a role in government formation, making the office politically significant in a country that has experienced repeated elections and prolonged political instability.

Yotova, 61, assumed the presidency after Radev left office to return to party politics, while Gyurov, 50, previously served as caretaker prime minister.

The campaign attracted 27 candidates, reflecting divisions over Bulgaria’s political direction, relations with Russia and the country’s role within Western institutions.

Official first-round results were expected by October 27, with a runoff scheduled for November 1 if no candidate secured an outright victory.

The close contest highlighted Bulgaria’s continuing political divisions as the country confronts the security and economic consequences of the war in neighboring Ukraine.
